The project aims to prepare village land use plans to guide village forest allocation and inform the creation of village forest management plans (VFMPs). It seeks to prepare, update and implement VFMPs and annual operations plans to ensure effective forest management. 

The project also aims to recognize and formalize local communities' rights over their allocated village forests and small-scale tree farmers' rights over their tree farms. It works to improve forest-based livelihoods for both villagers and small-scale tree farmers. The project enhances the capacity of civil society organizations, local government forestry staff and target villagers—particularly women—in village forest management planning and livelihood improvement. This collaborative approach aligns with broader regional efforts to promote sustainable forest and community-led natural resource management.
