The EnABLE project in Lao PDR, implemented by RECOFTC with support from the World Bank, seeks to enhance access to benefits from reduced emissions.

This Project Operations Manual (POM) outlines the operational procedures, roles and responsibilities and implementation arrangements that guide project delivery, including financial management, procurement, coordination and reporting across national, provincial and district levels. It also sets out project requirements on social inclusion, capacity building, monitoring and evaluation and environmental and social risk management.
