Stakeholder Engagement Plan for EnABLE Project

This stakeholder engagement plan (SEP) for the Enhancing Access to Benefits while Lowering Carbon Emissions (EnABLE) project in Lao PDR outlines how RECOFTC will ensure inclusive, transparent and culturally appropriate engagement throughout the EnABLE project. 

The SEP prioritizes participation from women, ethnic groups and other vulnerable communities. It covers targeted outreach, consultations and grievance mechanisms to promote informed dialogue, participation and accountability in line with World Bank standards.

EnABLE aims to increase the inclusion of target populations – especially women and ethnic groups in remote villages – in the Lao PDR Emissions Reduction Programme, increasing their access to its carbon and non-carbon benefits. 

RECOFTC is implementing the project with support from the World Bank. EnABLE currently operates in 85 villages across seven districts in three Lao provinces.
