The SPA-cube framework: An integrated approach for analysing power dynamics in environmental governance

The Explore supported study presents the SPA-cube framework, a methodological approach for analyzing power in environmental governance. It responds to limitations in conventional approaches, which often rely on static or single-dimensional perspectives.

Combining Gaventa’s Power Cube, governmentality theory and sequential power analysis, it helps examine how power evolves over time, the forms it takes and how it operates across policy processes.

Validated through a 36-month ethnographic study in Indonesia, the framework explains paradoxical outcomes, such as how empowerment efforts can reinforce existing power structures, and offers a replicable step-by-step protocol for integrated power analysis.
