The Enhancing Access to Benefits while Lowering Emissions (EnABLE) project promotes social inclusion and participatory approaches in the Emission Reduction Programme in Lao PDR, with a focus on non-Lao-Tai ethnic groups, women and remote communities. 

EnABLE supports 85 villages across Oudomxay, Xayaboury, and Luang Prabang provinces. It directly contributes to the USD 42 million Lao PDR Emission Reductions Payment Agreement through the Governance of Forest Landscapes and Livelihoods project in six northern provinces.

EnABLE builds the capacity of government agencies and civil society organizations to implement carbon credit schemes and sustainable landscape management. 

Key partners include the Lao PDR Department of Forestry, Provincial and District Agriculture and Environment Offices, the Lao Women’s Union, the National Commission for the Advancement of Women, the Lao Front for National Development, the Ministry of Foreign Affairs and other local stakeholders.

This USD 3 million initiative is funded by the World Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ).
